One of the most common doubts when considering converting a vintage Vespa to electric concerns the bureaucracy: do I need to re-register the vehicle? Will I lose my historic license plate?

There is a lot of misinformation circulating online that fuels unnecessary fears. The short answer is: no, you will not lose your plate, and a new registration is not required. The vehicle maintains its identity. Let’s look at exactly how it works and what the law says.

How Homologation Works with Retrokit

The Retrokit conversion kit is type-approved (homologated) according to the “Retrofit Decree” (D.M. July 26, 2022) issued by the Italian Ministry of Infrastructure and Transport. This means the procedure follows a technical and bureaucratic process recognized by the Italian Highway Code (Codice della Strada), allowing you to update the existing registration certificate (logbook) without replacing it.

In short:

  • No plate change: Your historic license plate (even the classic square or vintage ones) remains exactly the same.
  • No chassis change: The VIN/chassis number is not touched.
  • What changes on the logbook: The “fuel/power type” field is simply updated from petrol to electric.

It is a process very similar to installing an LPG system on a car: the vehicle’s technical specifications are updated, but it is not reborn as a brand-new vehicle.

How the Installation Process Works

After the kit is installed by any VAT-registered mechanic, the vehicle must be taken to the Motorizzazione Civile (the Italian DMV) for the official inspection and homologation test. The technicians will verify that the installation complies with the approved kit specifications. If everything is compliant, they will update the registration certificate (libretto) to reflect the new electric power source.

From that moment on, your Vespa can legally circulate as an electric vehicle: you get access to Limited Traffic Zones (ZTL), no more combustion engine inspections, and local incentives where applicable.

If present, the historic plate remains. The vehicle fully retains its original, certified, and collectible identity.

Special Cases: What to Do If the Logbook Is Lost?

If you do not have the registration certificate (libretto), the situation requires a preliminary step, but it is absolutely manageable. Before installing the kit, you must regularize the documents at the Motorizzazione Civile:

  1. If the vehicle is regularly registered: Apply for a duplicate logbook due to loss.
  2. If the vehicle has been officially de-registered or is not in the PRA (Public Vehicle Register): A re-registration procedure will be necessary to recover the vehicle’s history.

Please note: Do not start the conversion work before having the correct documents in hand. Without a valid original logbook, the Motorizzazione will not be able to approve the final electric upgrade.

The Risk of Non-Homologated “DIY” Kits

There are cheap or homemade kits on the market that have not received ministry approval. Even though they might work mechanically, installing them is illegal.

Driving a modified vehicle without an updated registration certificate carries severe risks:

  • Vehicle impoundment and heavy fines.
  • Insurance disclaimer (right of recourse): In the event of an accident, the insurance company will not pay if the vehicle has been illegally altered.
  • The legal obligation to restore the original combustion engine at your own expense.
